        中新社华盛顿一月五日电 (记者 余东晖)美国总统布什五日宣布,启动“国家安全语言”计划,加紧培养美国的外语人才,其中汉语与阿拉伯语、俄语、印地语、波斯语一道,被列为美国最急需语言人才的“关键”(critical)外语。
        这项由美国国务院、教育部、国防部、中情局联合发起的项目,将致力于在美国教育体系中,加强从幼儿园到大学的外语教学和人才培养。白宫要求国会在二00七年财政预算中批准特拨一点一四亿美元,用于启动该项目,扶持学校对关键外语的教学,派遣美国学生到海外学习语言。
        五角大楼之所以参与这个项目,是因为美军在伊拉克和阿富汗战场正受语言人才缺乏之困,四十九万参与行动的美军中只有两千人会阿拉伯语,与当地民众沟通不利。为此五角大楼宣布,从明年开始花费七点五亿美元,用五年时间提高美军外语水准。
        布什当天在美国大学校长峰会发表演讲时称,这个项目是美国战略目标的一部分,即短期而言有利于保护美国国家安全,长期而言有利于传播自由。
        据悉,这个项目包括到二00九年派遣三千名美国高中生到海外学习语言;中情局到二0一一年培养精通关键语言的学生和教师各三千名;到二00九年培养精通汉语等关键语言的高级人才两千名;明年批准三百名关键语言的本土教师前来美国学校工作等内容。
        据美国官员介绍,目前正规学习汉语的美国人只有五万人,正规汉语教师只有两千多人,相比之下,中国学习英语的人可能高达两亿。此前美国参议员利伯曼和亚历山大曾提出议案,要求政府拨款十三亿美元,用于加强美国的中文教育和美中文化科技交流。
